The Elder Scrolls V: Skyrim
The province ofSkyrimis burst into nine hold , each of which is govern by a Jarl who lives in the hold ’s chapiter . And while the ground has a High King to oversee it all , each Jarl governs their own land and is creditworthy for the well - being of its citizens . Yet as players know , Skyrim is presently in a state of immense distress , in the midst of a civil war and a dragon invasion . The Jarls ' duty are more important than ever in these prison term .
And yet , many of the Jarls that the Dragonborn can fulfil are either overtly corrupt , incompetent , or deplorably unprepared for their positions . There are some Jarls that make a just impression , but overall , the land of Skyrim ’s local governance is in horrible disrepair . Still , it ’s worth depend at which Jarls are handling their status the right way , and place them all to determine which brook out as the best examples of how a Jarl should be .
9Markarth’s Tense Political Situation Is Not Helped By Its Leader
The Scariest City In Skyrim
Of all the grip , Markarth is probably the most grievous for its citizens , and is the worst city inSkyrim . That ’s because , on top of the dragons and civil war , the land is torn between the Nordic colonizers and its original inhabitants , the Forsworn . Both sides are bent on vote down one another to gain the soil for themselves , and at the point where the Dragonborn arrives , the number has reached a simmering dot with the Forsworn murdering people inside the urban center walls .
The Briarhearts are a cryptical and dangerous type of foeman within Skyrim . Here are the source of the Briarhearts , as well as how they come to be .
All of this is to say thattheinfighting and security within Markarth is frightening , and the leaders is entirely incapable of creating peace treaty . Jarl Igmund , who sits on Markarth ’s toilet at the clock time of the story , is doing lilliputian to improve this situation . He hires mercenary to go out and mow down Forsworn camps and generally pick the group for Markarth ’s troubles , yet he does nothing to address the depravity within his walls or the Silver - Blood kin ’s using of the conflict .
Depending on the outcome of the Imperial - Stormcloak civic state of war , sure Jarls may be deposed and supplant by a leader favored by the win side . In this case , Igmund is an Imperial loyalist , and the Stormcloaks will appoint Thongvar Silver - Blood if they take the metropolis .
His substitution in the case of Stormcloak triumph , Thongvar Silver - Blood , is arguably even worse . He is more committed than Igmund to solve the crisis , but he aims to do so by killing off or enslave the Forsworn in his phratry ’s fluent mine . The one thing Igmund has survive for him is that he in reality does seem to handle about Markarth ; Thongvar however , is more motivated by his family ’s business interests . On the flip side , Thongvar at least has some noesis of the grasp ’s economy , while Igmund only sits in his perspective because he was wear into it .
8Falkreath’s Citizens Must Choose Between Corruption And Paranoia
Neither Is A Good Option
While Falkreath is not the most dangerous place in Skyrim , its leadership is definitely wanting , and is like to Markarth ’s in terms of ineffectiveness . In fact , Jarls Siddgeir and Dengeir of Stuhn are believably the most bungling Jarls in the entire province . Siddgeir sits on the throne by nonpayment , while Dengeir will take it up if the Stormcloaks take the hold . But either path , there are major problems with their leadership .
Siddgeir is the worst of the two , a spoiled and petulant human beings who does not take his position severely or like much about the hoi polloi of Falkreath . He lies about his residence hall and brags about his wealthiness , all while barely hold back the fact thathe works with bandit to rob traders and line his own pockets .
Upon load into Falkreath , one Skyrim instrumentalist encountered a bug of a dead flying lizard spawning its way out of the ground in the middle of township .

Dengeir is at least a bit more experient , having served as Jarl antecedently . But he is old , doddering , andincredibly paranoid , distrust pretty much everyone around him of being an purple spy . His distrust of others would likely be bad for alien relations and work with other holds . Neither of these Jarls inspire much trust in their abilities , and they are lucky to be in charge of a hold where little happens in - game , since if they had any real power they would likely make a much liberal mess of things .
7Winterhold’s Decrepit State Is Reflective Of Its Leadership
A Festering Grudge, A Rotting City
The Jarls of Winterhold have a rough job ahead of them , ruling a township that has mostly been collapsed into the sea ( although timeline - wise , it does not really make much sentience forWinterhold to be as destroyedas it still is ) . That being said , Korir and Kraldar are not great at their jobs . They both focus much of their attention on the college of Winterhold , Kraldar due to fascination , and Korir due to a grievance .
Korir is the default Jarl , and he drop much of his time vilifying the college and mourning the derelict commonwealth of his hold . One thing he is n’t doing is rebuild the crumble houseson the fringes of town or attempting to ameliorate relations between the town and mages . He is likely right about the college cause the precipitation of Winterhold , but him holding onto his hatred allows his clasp to continue to deteriorate .
Kraldar , his Imperial - support replacement , at least has an sake inworking with the college , which could help to improve the res publica of Winterhold as a whole . He ’s an optimistic and charismatic adult male who seems like a better figure to adjudicate and rebuild the hold . But he is also almost too forgiving towards the college , to the point offocusing more on their business than support the actual townsfolk .
6Solitude’s Jarl Is The Newest To The Position
No Matter The War’s Outcome, Elisif Remains
Solitude is the only hold which will not change its leaders depending on the outcome of the state of war . Jarl Elisif , widow woman of High King Torygg , willretain her seat even if the Stormcloaks take her city . It ’s difficult to say whether that decision was wise , because Elisif is both inexperient and incredibly angry at Ulfric Stormcloak for kill her husband .
All of that aside , Elisif ’s rawness is paired with an dear devotion to her people and to returning Skyrim to the Empire ’s side . She is a Jarl that actively engages with many of her citizen , including the leader of the Bard ’s College – which is at the mall of avery underwhelmingSkyrimquest – and a congressman from the Ithiel Town of Dragon ’s Bridge . She is fanatic about helping them , and is often closely notify by her stewardand tourist court mage , leading some of her people to see her as more of a nominal head than an actual leader .
Skyrim is in the thick of a civic war when the game starts , and players can choose to join the Imperial Legion and fight the Stormcloak rebellion .
Elisif is more well - significance than many other Jarls , and genuinely seems to require the best for her hoi polloi . Buther link to the Empire and Aldmeri Dominion do farm some red flags , and her people generally seem to respect General Tullius more than her as the unfeigned drawing card of Solitude . She ’s a difficult to judge , both due to the short time she has been in power and the inherently strong hindquarters that Solitude is , leaving her around the centre of the pack .
5Riften’s Leadership Is Riddled With Corruption
Naivety Or Ruthless Greed
Next to Markarth , Riften is the hold most troubled by problems from within . Specifically , Skyrim ’s notorious Thieves ' Guildoperates inside Riften , give it a criminal underbelly that constantly exploits its citizens . The Jarls of such a hold should make it their top priority to protect their people from this society ; instead , the hold ’s leadership is either ignorant of the problem or working with the Guild for their own gain .
It should be noted that the Thieves ' Guild is on a downward trajectory before the Dragonborn shows up in Riften ; however , this is due less to the metropolis ’s leadership and more to the Thieves ' Guild ’s own internal struggles .
Laila Law - Giver is the default Jarl of this metropolis who , to her credit , does put a good degree of effort into crack down on the metropolis ’s skooma distributors . But she beleaguer herself with lackey that have win over her that Riften is in honorable shape than it is , and Laila has no idea that one of her top advisors , Maven Black - Briar , is personally patronise the Thieves ' Guild flop under her nose . It ’s decipherable that Laila is not capable of make out with the interior threat the Guild poses , and her leadership allows her city to be controlled by exploitive criminal forces .
In the effect that the Imperials take Riften , Maven Black - Briar herself will become the Jarl . This would put one of the most ruthless and corrupt people in all of Skyrim in control of a major port wine , a decision which would no doubt have disastrous implications for the intact province . The Dragonborn can see about all sorts of awful thing Maven does even before becoming the ruler of the hold , let in having her own employee killed . The undecomposed matter that can be said about Maven is thatshe is warm - willed and knowledgeable about the harsher truths of politics , but her rule would no doubt be an authoritarian one .
4Dawnstar Can Potentially Gain One Of The Most Respected Jarls
Out With The Old, In With The New
Dawnstar get down off with one of the worst Jarls in the game , butcan end up with one of the undecomposed if the Empire takes the metropolis . Its nonremittal leader , Skald the Elder , is both dislike by his people and out of touch with their concerns , focusing more on the Stormcloak ’s triumph than the dragons which frequently assault them . Dawnstar is already a tumultuous city , cut off from most of Skyrim by a harsh tundra and plagued by the Daedric Prince of nightmare , Vaermina . It needs a loss leader who can direct its people through those problems .
Daedric quest in sr. Scrolls game are always great fun and the ones in Skyrim are no exception . Here are all 15 quests ranked from worst to best .
But Skald is a dissatisfied and belligerent world preoccupy with threatening his own citizens with execution if their views differ from his own . He despises the Empire with a rage , andactively hop for the combat to total to Dawnstar so his hold can matter in the state of war . He believe the dragons are the Empire ’s fault since they banned Talos worship , and does not set up any defenses against them , conceive they will fell once the Stormcloaks come through .
Dawstar is one of the holds that experience the most frequent flying dragon attack , making it peculiarly damning that Skald pays them no mind .
He is the exact inverse of Brina Merilis , the woman who replaces him in the event of an royal triumph . Brina is respected by her fellow citizens , who choose her over Skaldeven when he is still in direction . When she takes power , she will prioritize maintain against the dragons , and generally seems to have a better plan for Dawnstar than Skald . At the very least , she is ground in reality , while Skald is blinded by his hate - fueled delusions .
3Morthal’s Leadership Dips Into The Arcane
A Leader With Literal Foresight
One of the most interesting Jarls in the game is Idrgod Ravencrone , Jarl of Morthal and an zealous practicer of the arcane humanities . Idgrod claims to see the future in her dreams , giving her some magical method of foreseeing the outcome of certain actions . Such a power should make her one of the best loss leader in the game , but a few factors haul her down in the rankings . primary among them is that her own people distrust her utilization of magic , as well as the homage mage she has recently brought into Ithiel Town .
Idgrod has ruled Morthal for a long time and , through her visual sense and soundness , kept it from being destroy by the monsters in the besiege swamps . She has a history of conflict with local vampires and knowledge of out magic that many Jarls are missing , buther aloof nature and mysteriousness have tarnished her reputationand anguish her ability to connect with the the great unwashed .
Most of the quest content for Skyrim ’s smallest grasp capital was disregard , which is disappointing considering the many mysteries still surrounding it .
She is still good than her potential replacement , Sorli the Builder , who will step in if the Stormcloaks come through the cargo hold . Sorli is a more down - to - earth ruler , who takes an alive position in patrolling her hold and seems to have the respect of her citizenry . The main fault with Sorli , however , mirror those of the people of Morthal . She is distrusting of deception and ostracizes the court wizard , Falion , hinder his ability to protect the custody . Plus , ground on her dialogue , she has aspirations to allow for Morthal and rule Riften , usher a want of loyalty to the surface area and her position .
2Windhelm Has Two Drastically Opposed Options For It Jarls
A Warmonger And A Peacemaker
Of course , the default leader of Windhelm is Ulfric Stormcloak , drawing card of the Stormcloak rebels and killer of the former High King . He is by farthe most controversial Jarl in the game , both among the masses of Skyrim and the histrion establish itself . Some call him a Italian sandwich , while others hate him for murdering his king and usurping his throne . Much of Ulfric ’s story is focused around his campaign to defeat the Imperial presence in the province , but appear at his leaders of his own detention , it leaves a mountain to be desire .
position aside whether the Stormcloak rebellion is rationalise , it has had a disconfirming impact on Windhelm and Skyrim as a whole , creating pandemonium and bloodshed among its hoi polloi .
Chief among Windhelm ’s problems is its treatment of the dark extremely low frequency and argonians . Both minority groups are regale like garbage , living in slums and on the freezing docking facility , always badgered by several hateful resident of the cargo hold . Little to nothing is being done to ameliorate their set within the city , and while Ulfric may never straight off espouse the hateful rhetoric of some of his people , his insurance reflect a nord - first governing style that has resulted in a massive disparity in the quality of lifein Windhelm , foster theracial disparity in Skyrim ’s divers universe . Plus , he clearly has ambitions beyond the hold , and is more consecrate to his warfare than his stead .
If Ulfric is kill and the Empire is victorious , however , a much good campaigner will step in : Brunwulf Free - Winter , potentially the proficient Jarl in the province . Brunwulf is everything Ulfric is not : contemplative , compassionate , and commit to Windhelm specifically . Even before taking the can , he is committed to improving the lives of the Dunmer and argonian citizen , and fostering a peaceable relationship between them and the nords . He will directly begin work on legislating to aid them if put into power . He decidedly lacks Ulfric ’s charisma and passion , but he is the most active Jarl when it comes to actually creating progress in his hold .
1Whiterun’s Leadership Is Level-Headed And Dependable
The Fan-Favorite Jarl Caps Off The List
Of of course , the Jarl who tops this list is the one that most players will be conversant with : Jarl Balgruuf the Greater , rule of Whiterun and an early ally of the Dragonborn . Balgruuf makes this high on the list not just becausehe is occupy with the flying lizard crisis and help to defeat Alduin , but because he render some of the most level - head leadership in the game . He governs a hold unbelievably divided in terms of its civic state of war loyalties , but manages to keep it from turning violent within the city itself , and manages to continue the esteem of his citizen despite his neutrality .
Skyrim ’s civic war is one of the gravid parts of its plot of ground . However , it fail to measure up when compare to the plot ’s other memorable quests .
That being said , Balgruuf ’s hesitation to pick out a side in the war is plausibly his keen mistake as a Jarl . It go away Whiterun in a super vulnerable position , which either allow Ulfric to easily take it too soon on in the game or forces Balgruuf to accept regal care and leadership . Outside this computer error , however , Balgruuf show an intense passion for his people , caution in making tough decision , a willingness to listen to his consultant , and good for you prioritization of Whiterun ’s issues .

His replacement in the case of the Stormcloak triumph , Vignar Gray - Mane , is certainly tough , though still among the good Jarls inSkyrim . He is much more biased towards the Stormcloaks than Balgruuf was , which is not cracking for the rule of a dual-lane grip , buthe prioritize the rebuilding of the urban center after the Stormcloaks ' attack and has an awareness of Whiterun ’s worship of Talos , opting to build a temple for the god within its walls . Of all the holds , Whiterun has the most ordered strong leaders , even despite its function as a battlefield during the state of war .
